A Journey Through The Years

All India Services (Rajasthan) Pensioners’ Association is an Association of officers in Rajasthan who retired from Indian Administrative Service, Indian Police Service and Indian Forest Service. It came into existence after retirement of Shri R D Mathur, the then Chief Secretary, sometime in 1969 with Shri Bhagwat Singh Mehta, retired Chief Secretary, as its President and Shri R D Mathur as its Secretary. On the demise of Shri Mehta, Shri Goverdhan Sharma, retired Inspector General of Police was made President. After Shri Goverdhan Sharma’s demise, Shri R D Mathur took over as its President and continued till 1989 with Shri Niranjan Singh and later Shri S L Kakkar retired IAS officers as Secretary.

ELECTIONS

In the Annual General Meeting of the Association in 1989 Shri R D Mathur who remained the driving force since its inception, expressed that due to his failing health, he could not continue any more as its President and so formal elections should be held. Till then there were only three office bearers in the Executive Committee namely President, Secretary and Treasurer. Shri Mathur also suggested inclusion of three more office bearers in the Executive Committee as Vice Presidents one each from the IAS, IPS and IFS for better coordination of the activities of the Association. The following were elected:

There was no formal constitution of the Association in the beginning and a draft constitution was framed during 1994-1996. The Association was finally registered under the Rajasthan Societies Registration Rules 1958 with registration no. 1073/96-97 dated 14/6/96. 

The Constitution provided for elections of the following office bearers of the Executive Committee:

Term of the Executive Committee is of two years. Meeting of the Genaral Body is held annually and the Executive Committee meets three to four times a year.

ACTIVITIES OF THE ASSOCIATION

Originally Constitution of the Association provided for `welfare of retired members of All India Services of Rajasthan cadre’ as its objective. The Constitution was amended in the General Body meeting held on 16/12/2012 and the clause relating to Association’s objective was enlarged to include the welfare of other pensioners of Rajasthan Government and welfare of other backward citizens of the State.

Brief account of the activities of the Association is as follows:

  1. Office of the Association has been set up in the OTS Campus and is manned by volunteers from 11 AM to 1 PM on all working days.
  2. The Association has been submitting representations to the Central Pay Commissions regarding common issues of pensioners. Issues arising out of the recommendations of the Pay Commissions have also been taken up with the Central Government by the Association.

3.The Associations has been assisting individual pensioners / family pensioners in matters relating to pension, CGHS, etc.

  1. Issues relating to CGHS and RGHS are taken up with the concerned Governments.
  2. The Association has been providing assistance to Govt.  schools in slum areas as per their requirement.

6 .Children studying in these schools were provided Tablets during the Covid pandemic to enable them to continue studies online. The teachers were also trained in the use of internet and Tablets.

  1. Poor children of these schools were provided sweaters/blankets in winter.
  2. The Association has been organising social get together with spouses twice a year.
  3. The Association has been felicitating members along with their spouses who have attained the age of 80 and 90 years  during the winter annual get-together.
  4. Sampark‘ is brought out every year giving names, addresses, telephone numbers date of birth of retired officers and spouse and family pensioners of all the three services. Samparkalso contains other useful information like important Government circulars, CGHS circulars etc relevant to pensioners.
